A set screw has thread running the entire length to the head whereas a bolt is partially thread. 
 
Class 8.8 Hex Head Black Bolt is made to meet the AS/NZS 1110.1 Standard.  This is to ensure you will always be supplied a Class 8.8 Bolt that has a  MINIMUM TENSILE STRESS of 800MPa
